District Profile
Harris County Municipal Utility District No. 191 (the “District”) was created within the extraterritorial jurisdiction of the City of Houston by an order of the Texas Department of Water Resources (now the Texas Commission on Environmental Quality) effective December 9, 1980, and operates in accordance with Texas Water Code Chapters 49 and 54. The District is a political subdivision of the State of Texas, governed by a five-member Board of Directors (see “Board of Directors and Officers,” below). The Board of Directors held its first meeting on December 11, 1980, and the District’s first bonds were sold on July 28, 1983. The District is subject to the continuing supervision of the Texas Commission on Environmental Quality.
The District provides water and sewer services within its boundaries (see map, below) and has contracted with a utility operator (H20 Innovation Operation & Maintenance, LLC; see contact information below). The District has contracted with Harris County for patrols by Pct. 4 constables and other law enforcement services (see Harris County Constable Pct. 4 contact information, below). The District has entered into a Strategic Partnership Agreement with the City of Houston.
