About Us

Harris County Municipal Utility District No. 191 was created on December 9, 1980 by the Texas Department of Water Resources, predecessor of the Texas Natural Resource Conservation Commission (TNRCC) which recently changed its name to the Texas Commission on Environmental Quality (TCEQ). The rights, powers, privileges, authority and functions of the district are established by the general laws of the State of Texas pertaining to municipal utility districts, including particularly Chapters 49 and 54 of the Texas Water Code, as amended. The District is subject to the continuing supervision of the TCEQ.
